Mother does not want child support from father

My friend is having a huge problem. Recently she has been out of work because of high blood pressure and she has lost most of the use of her left arm. She applied for assisstance she was sent to child service. There they asked if she receives child support. Her son has ADHD while in New York she was and still is receiving ssi for him and declined child support. She has not seen her ex since after child was born she wants nothing to do with him. Now child service in florida asked about her ex she told them she has no idea where he lives and does not want his help. They told her they still had to look for him even they she said she wants nothing to do with him. I they find him she is worried that they will make him pay child even though she wants nothing to do with, and she does not want any problems with. To ease her mind and stop her from crying daily will they force him to pay even if she declined.
