While many providers might suggest a pinched nerve, the sensation of having a BP cuff on your arm is suggestive of a circulatory issue. You should definitely get checked out by a primary care provider to rule out signs and symptoms of deep vein thrombosis, or some kind of vascular insufficiency.
Past that, Neck and shoulder films are not a bad idea. I’d ask for a physical therapy consult or see a chiropractor.
Thoracic Outlet Syndrome causes vascular symptoms. There are anatomical causes for TOS, such as cervical ribs, and congenital vascular anomalies. TOS symptoms related to posture and position are extremely common.
You can compress the entire nerve and vascular bundle in the upper chest through posture and position. Try lining up your shoulders with your ear holes. Do this more and more throughout the day in your daily activities. Sleep on your back. Alternatively sleep stacked on your side. A line passing through your shoulders should be essentially perpendicular to the floor. Sleeping rolled toward the stomach, especially with hands at face, “closes” the upper chest, causing restriction to the nerve and vascular bundle in the upper chest. This is what is going on with a lot of people who have been told they have carpal tunnel syndrome.
Do chest opener stretches throughout the day. Push backward with your head straight and level, like pressing into your car head rest. You can look up cervical isometric exercises and IYTs for middle & lower traps, and rowing exercises for rhomboids.
Here is a YouTube link, 1 of 8. Just follow on to each next one, 2 of 8, 3 of 8 etc. It covers postural/positional TOS, chest opener stretches, upper back exercises and sleep positions.

Islythang, you should ask your own question. Changes in symptoms with head/neck movement could be consistent with c-spine issues or vascular. You should see your doctor and rule out medical causes. If cleared seek a PT consult. PT could rule out vertebral artery compression among other things.
